Background
On request of the Commission for the Efficiency of Justice of the Council of Europe, The Montaigne Centre conducts an international exploratory study into the factors that may explain success and failure of the introduction of quality management in court organisations and and quality enhancing policies in different countries. We have focussed on: England and Wales, Finland, France, Lower Saxony, the Netherlands, Slovenia, Sweden and Ukraine

Outcome
The project will be finalized with a report to the CEPEJ -quality commission in Strasbourg in November 2009 and publication of a book in 2010. The project is directed by Philip Langbroek.
